You'd have to do something like what the military does, where every sample is fed into an quick assay machine which can trigger false positives, and then every positive sample is sent to a lab for GC/MS testing.
This costs at least $100 per test, not to mention the personnel required to run the program.

I get that but there's no reason for the gap to be so wide. What purpose does it serve for 90% of the wealth to be with 10% of the people? Large corporations actively lobby the government to keep minimum wage low and keep welfare in place so they don't have to pay a living wage.
