Wouldn't that be inkscape? Chink toon artists especially love it since you can layer stuff on and move said layers up and down whilst maintaining vectorization properties.

But nowhere near as easily with vectorized graphics. Inkscape + blender is not uncommon to combine when cgi is implemented.

For anyone wondering: it was like falling off a cliff for an infinite amount of time. I was paralyzed and horrified the entire experience and I kept warping between first and third person perspective on violent random scenes. Very bad experience.
