South America and Spain have a relationship kind of like Anglo countries and India. Spain outsources cheap jobs (such as call centers) to South America because they already speak Spanish and work for pennies. Most South American countries rely on Spain for big projects because of the same reason, and Spanish companies scam them just like they scam Spaniards.
There was also a mass influx of South Americans coming to Spain up until a few years ago, though I'd say they got integrated into our society a lot better than Indians in Burgerland. Well, except for the street gangs. But thankfully those are few and far in between, and for the most part they never get involved with Spaniards.
