Boot manager is fucked, basically what takes you into your OS. If you're on Windows, you can get a windows install from the Microsoft website and boot into that.
Use "bootrec /fixmbr" at the command prompt for Windows.

Don’t know how windows manages it’s boot shit, but it looks like your pajeet quality software cleaner has managed to ‘clean’ your boot partition. Use a recovery usb and see if you can reinstall.

Okay, a boot manager is the thing between turning your computer on and getting into Windows, that isn't working correctly or isn't there at all, so you can't get to Windows. You need to go to the Microsoft website on another computer and download Windows there. Get yourself a USB drive and download a software called Rufus from rufus.ie . Use Rufus to make your downloaded Windows go onto the USB. Instructions are very clear, once it's done, take it and put it in your broken computer.
