You won't get a manga-sized e-ink reader for 100 dollars
If you're low-budget, forget e-ink and buy an Amazon Fire 10 HD while it's still on black friday sale for $99. It's not the best aspect ratio screen for manga (that'd be a Surface*) but it's the best you'll get for $100.

(*Actually the best aspect ratio tablet for Japanese manga is the Pixel C, but they don't make those anymore.)

Also, while e-ink is neato, it's actually a little questionable for manga due to the contrast being lower than paper and other display types, which can make tone-shading harder to see.
Like in that photo you posted, look at the shaded lines in the middle panel behind the fighter on the right side and compare with the paper book.

You may be right, i remember there is an app on f-droid for reducing blue light, wonder how well it works for mangoes, i honestly dont know much abou manga reading specifics

Get an Amoled tablet (S3, S4). You get :
- Infinite contrast mango reading, blacks look better than paper and e-ink ;
The screen is basically turned off on these black parts : battery life and eye strain don't match e-ink but the experience is above IPS
- The versatility of a tablet

Fire doesn't have the E-ink display
this, but I use kindle
