Not yet, since LTSC is supposed to be on stable and low resource usage machines, it is highly stripped. Might take a while to implement Linux SubSystem, if ever.

It uses more resources but feels about the same. I haven't tested on really low-end hardware though. It might be slightly heavier. It certainly has more processes running and uses more RAM than 8.1 Embedded or even LTSB
Yeah it does in LTSC. Just enable WSL in the optional features and then download & install one of the packaged distros manually
