It's a PDB (power distribution board) with integrated 5V and 10V BECs. It is used to distribute power in quadcopters from battery to other components.
Large pads in the corners (labeled S1–S4) are for powering ESCs (electronic speed controllers) and subsequentially motors, smaller pads on the sides for other misc. components (camera, VTX (video transmitter) etc.). Ribbon cable connector is for powering flight controller — this board is designed to be used with specific flight controller that uses same ribbon cable pinout; but small golden pads near it provides same connections so you can use any FC you want.
PDBs were designed to replace power distribution harnesses (picrelated) + BECs combo.
