Minimal Debian is debootstrapping minbase, not netinstall. And no, wpasupplicant is marked as neither essential nor required, so it most cetainly isn't in base installation either.

It isn't. What's likely happening is tasksel adds it for you automatically together with some other packages as part of extra target such as laptop install. If you bootstrap manually instead of using installer you won't get it.
