Valve does not impose DRM on games. Unless the developer has implemented a method of DRM, there is no DRM present in your games and you can launch them without the client running. Steam does however offer a DRM method for developers to enable, if they so choose, that requires the client to be running with an account logged in that has the game bought, but again, that's optional for the developer.

Also there's a difference between downloading a mod from some random guy on a 3rd party site or the devs pinning a discussion on the official steam forums with a link to the patch.
