Use SMART data, pay attention to wear leveling or life left or whatever the manufacturer decided to call it. Basically unless you get one with a factory defect it should at a minimum live through a specified number of write cycles given by the manufacturer, and once you've hit that number of writes (specified as amount of data written to the drive, for instance a 500GB 860 EVO is rated for 300TB) you should consider it near end of life and begin making sure you have good backups of its content, or else just replace it.

Trying to put an i7 or even overclocked will test these boards, but you won't have to worry about that. The Extreme4 should be able to overclock at least an 8700K or 9700K without any problems. Just don't waste money by side grading from an 8600K to a 9600K.
You wont be able to play anything fancy with that budget. Buy a console if you just want a gamebox for that cheap.

Go into google maps and search 'used computers' or 'refurbished computers' near you. If possible, you want to see the system boot into windows. If all else fails, newegg/ebay.
Buy a refub off-lease system i5-2400 (or equivalent low end intel quad core) w/ 8gb ram, Then add a video card that doesn't require power connectors with remaining money. .
If possible, allocate some money to a new power supply and/or SSD.

Yes you generally can. It'll just slow down to the lowest compatible speed between the two modules. On rare occasions it'll cause memory fail, in which case you choose the two that are compatible.

I hope you'll enjoy the monitor as much as I have mine. I'll leave you with these settings in DisplayCal which I've found work well for me with the Huey. You can mess around with the tone curve depending on your use case, but since I mostly produce for the web, I used sRGB. You'll also want to enlarge the calibration area and use the "black background" option. You might notice I calibrate to 160cd/m2 and that's because I find most things to be really hard to read at brightnesses lower than that. You might find that you're personally fine with 120 cd/m2 or 140 cd/m2.
My condolences. Noctua is about $5 cheaper for the same mm. In my experience though Noctua is dead silent, my case is full of them.
