Not too long ago my bank started this weird concept of "personalized banking". They tag and analyse all my payments to give me better overview of what I spend my money on. I hate that shit. Getting the money from a cash dispenser proofs that I took money from my account, but it doesn't show what I use it for.
There are also other reasons why I prefer cash. I'm more hesitant to buy shit, when I see the money with my own eyes instead of some number on my bank account. It's also less of a hassle to tip in general or to pay in shops with old owners, who only offer electronic payment because my government forces them to.

1. 1st world vs 3rd world is not a matter of poor vs rich, just who was allied with whom during the cold war. Sweden and Switzerland are technically 3rd world countries, and they are quite rich.
2. It can be really hard to compare the economic features of the US, which is rather large, with those of smaller countries. Converting the entire country to chip and pin takes a lot more money and effort than it would in another country.
3. No one trusts electronic voting. We have it in some states, but paper ballots, hand counted by humans, are just plain better in terms of reliability.
4. We have electric cars, gas powered buses, and electric trains just the same. Maybe the electric cars are not as widespread (cars that accept gasoline are cheaper), but you can still get them.
5. Technically all of our units are pegged to metric units. A US inch is defined as 2.54 centimeters exactly. Also, we do use the metric system for some fields. It's less so much that we officially use the imperial system, so much as we don't have a required system for everyone to use, and most people are used to imperial units in their day to day activities.

There's a little code in the magstripe (the bit you swipe) that says "I'm a chip card, use the chip unless there's something wrong.", so it tells you to use the chip. The chip doesn't work, so the reader lets you use the less secure swipe.
Now, why the chip didn't work? No idea.

Yuropoor here.
There's a small supermarket near where I live that's still running cash registers based on IBM 286 machines, they even use a 10Base5 Ethernet network.
They have chip and pin terminals and they work just fine never had an issue with them. From the looks of it, they're connected via serial because they don't really need anything else. I wish I could take a picture without looking suspicious.

I want to know why are payment methods becoming so overcomplicated and taking longer to conduct a simple transaction. I get swiping was very insecure and prone to thievery and chips are supposed to combat that, but it seemed like swiping was a universal concept that every merchant did identically whereas chips have about a dozen variations that nobody seems to agree on a fastest and most convenient method. Everywhere I go I have to listen to the cashier's instructions on what to do with a chip. Sometimes I have to wait, then insert, and press Yes/OK, others tell me to select YES/OK first, then insert and wait. Yet others say I have to tell them it's a credit and do not insert before they do whatever they need to at the POS, otherwise if I insert before they are ready it botches the whole transaction. And don't even get me started with NFC payments.

It's only two states in the U.S. that actually do that. Like the other user said, it's was mostly a union thing, people actually thought that pumping their own gas would cut hundreds of job so they passed laws making it illegal to pump your own gas. Oregon recently passed an amendment that, under specific conditions, people would be allowed to pump their own gas without an attendant and it drew consider social media coverage.
