Unity is made in C++ and can be used as a library with it. But Unity also supports scripting in C#, you could use either or both fairly easy

You can use any language for game development.

For an OS you'll need something low-level with access to actual memory addresses rather than abstraction layers. If your data's fragmented in old way it's going to be bloated as shit. That said, don't make an OS.

To make a game you must first invent the computer.
