If you don't need to do heavy shit on it, a used ThinkPad is unitonically the best bang for your buck.
As for battery life, it really depends on the model, but larger battieries on my x230 in my experience can still last 4-5 hours after one year with light to moderate usage.
They are completely external, however, so they are trivial to replace when they die.
ThinkPads may be a meme, but they are a good meme. I never regretted falling for it.
