Honestly, you don't. Just come up with mundane fake identities and switch to a new one after a while

You can't. Tor /VPN can be backtraced to your home IP.

Install a Linux distribution of your choice. Encrypt and harden it.
Buy a VPS via crypto. Install OpenVPN on it. It's your new VPN.
Use DNSSec. Use PGP. Use HTTPS.
Randomize MAC, randomize User-Agent, Sandbox everything. Disable JS.
Keep the software on your computer to a minimum.
And, this goes without saying, stay away from Google.
Can't list everything here but you'll know what to do by then, this should only serve as a foundation.

Here's a link to a node map. Tor nodes are hosted by users of Tor, and the government likely does not use Tor anymore because of the implication associated with it and its use. Nice try, though.

Wrong. Look up the origin of Tor. They knew criminals would use it, it was part of their plan so their agents use of it would blend into the traffic making it harder for them to be detected. They want as many people using Tor as possible for just that reason.

I'd just like to interject for a moment. What you're referring to as Linux, is in fact, GNU/Linux, or as I've recently taken to calling it, GNU plus Linux.
