Close Window does not always mean Close Application.

it's more like 100% close by default and some have a setting called "Minimize to tray on close" which has to be enabled. And qbittorrent's the only one I use which has this option. I don't see a problem.

The vast majority of windows applications exit on close. Close-to-tray is fairly common for some specific types of application, but it is always (or nearly always) optional behavior, and generally (in my experience) not even the default option. Close-to-taskbar is much rarer, and I would agree that that one is mostly pointless.

Close-to-tray is quite useful for programs that are commonly run in the background for extended periods of time (IM and torrent clients, music players, etc.). It frees up taskbar space and provides a safeguard against accidentally closing the application (IMO, a superior alternative to popping up a dialog window asking the user to confirm the close)
