That depends on the hinge assembly design.
If the cable were to wrap around the outside of the hinge then at full extension the distance would be less than closed. If it passes through the middle of the hinge or, worse, the inside of the hinge, then it'll see maximum stress at higher extensions.

It looks like the hinge itself is putting pressure on the flex cable as it is opened to higher angles. So it's literally mechanical wear.

The cable is not made to be replaced, the display does not have a connector, it is attached directly during manufacture. So replacing it would require disassembling the display and soldering a new flex cable (which would only come salvaged from dead Macbooks) to the display, reassembling, and having the same future issue.
This really needs an Apple service bulletin, but it's going to be anyone's guess whether they announce one before a class action lawsuit is filed.
