I would not be surprised, the goal of the migration to a WebExtensions API was to simplify cross-browser development by providing commonly-supported methods and interfaces. Adding a different manifest works against that stated aim.
Works in the short term but in the long term sites will stop supporting your browser and you will get owned the next time an exploit is found.

Not when they're also useless on firefox. XUL was powerful and the only way to properly implement some things. Adblocking on XUL was much more powerful than on webextensions for example, though it still works without XUL. Now though, that might not be the case anymore.

This well designed, lightweight API that has never had a single security bug and only allows users greater control over their browser is getting killed because of "security, privacy, and performance".
