Upgrade the RAM to 16GiB and the SSD to 512GiB.
You can't beat it overall for the price.
You can beat the CPU/RAM easily in other laptops, but no laptop will have a combination of all of these
- quality of screen (resolution, argb completeness, ppi)
- trackpad (Apple's are first in class, which is good because their mice blow)
- number of USB-C ports (4)
- wireless card (full duplex)
- battery life
The tradeoffs, as mentioned, are
- less CPU power (still more than enough for modern development on the go)
- less ability to customize your build (in the future you might want more space)
- if you need a discrete GPU then you will have to buy an external
- Satania will laugh at you
- thermal throttling (all laptops are susceptible to this, but MacBooks experience it a bit more due to their silent design)
You will have access to all of your GNU utilities on MacOS (if you choose to stay on platform), just get them from Homebrew. And the development experience will be significantly better than Windows and comparable to Linux (better in my opinion, just for the ease of use that goes into them)

Anything that can run the OS your using with comfort. The most important thing after a functional computer is one that has a comfortable keyboard you enjoy. The rest should be based on reliability, cost and whatever else you want. A shitty typing experience on a computer that runs at 5 fps on the desktop is not a general purpose computer anymore.

For that money you could get 25 X200 or T400.
Better use of your 2500 bux would be to get X200 or T400, or both, and a desktop/server with the rest.
You probably don't need to spend that much for the desktop/server either.

What kind of development? Does your job require a powerful GPU? If so, is an eGPU with a workstation graphics card acceptable? Do you need to have a retarded docker setup where you're going to be running 10 containers to do the simplest of tasks?
