No. No investors want to take the risk of investing on innovators and potentially losing all their money. The reason we gambled on innovators in the past was primarily to gain a leg up in war. Now we're in a time of relative peace compared to the scale of the World Wars and the Cold War and since military interests aren't backing innovation it falls to private investors and they want quick returns which is often not possible. Projects like landing on the moon are flashy and cool but it was a huge money sink and if that had been privately funded back in the 60's no investor would have made a dime back on their investment. The government didn't make money on it either but they at least collect taxes to fund expenditures like that.
