All iOS browsers are just safari skins so they really didn't manage it. Point is good programs aren't compatible with the app store and it's bullshit.

I never said any of that. I never said they couldn't do anything.
I said they choose not to. macOS is a really old operating system and to impose mandatory App Store compliance would be dumb at this point.
