Google is a motherfucker. Even if you ship AOSP with a 10/10 store you still need to add a layer similar to MicroG. A lot of apps now require features from google play services (e.g. notifications, `wake` being restricted). Some won't even install if the play store app isn't installed.
One can dream that china would go full open source and indirectly force western apps not to use proprietary google services to work. They won't tho.
