Becayse everything is hard to make when you only have amateurs making it, and that's the essence of free software, that is, software made by hobbyists with no payment. Those developers are bound to be subpar, because when you're really good at something you do it professionally, not as a hobby, and when you make something really valuable you keep the rights to it, you don't just give them away. practically: browsers have quirks. if you render to standards and sites aren't coded to standard, the site will break. the end user doesn't care that it's the site that isn't compliant, they just want their site to work. now you've gotta start hacking shit up. (your hacks will break something elsewhere, which will lead to people coding their sites in a non-standard way to work on your browser, which will lead other browsers to need hacks...)
