It's just a weird mix of Windows 7 and 8. You have Win 7 programs (control panel, photo viewer, media player) running against the native Win 10 programs that do the exact same things just slower and shittier.
I still use it because it's the best I got but goddamn what the fuck is Microsoft doing.
