what unit is it? wattage means nothing if the PSU is garbage quality.

Fan percentages mean fuck all. As one fan with max RPM of 1000 is not the same as another fan with max RPM of 2000.

The tests I've seen open ait cards frequently go up to 95% of the fan speed to maintain their temp under 80deg,
most blower cards are limited to 40% by default, bumping that up to 60% gives the same thermals as an open air card

Also the use of an open a card even in a mid-size ATX case results in high temperatures inside the case for the other components
