It's mostly 1 and 3 with a sprinkle of 2 thrown in. I think almost any Hungarian architect worth their salt should be able to ape a bit of classicism (they teach it extensively), however it's invariably more expensive and difficult to do than a simpler and more utilitarian modern design.

1. Money. News buildings go up fast and cheap. No one will wait 10 years for beautiful stone and marble vs 2 years for metal and glass.
2. Architects have their own culture disconnected from normal people. Used to work in an architect's office and they only care about the opinion of other architects.
3. In Europe, the post war period meant they had to chuck up things fast and that resulted in stunning cities being scarred by utilitarian - but necessary - housing and offices.
