From my point of view, it depends mostly on the context of its initial erection. A statue of Adolf Hitler within his time standing today can serve as a grim reminder of the events which took place. A statue of Adolf Hitler going up today or within a contemporary German timeframe, say over the past few decades, that would be rather different in tone.
