Galicia and what is now portugal were politically united, be it under independent or foreign rule, for the better half of the middle ages. As a result, a common language emerged from the vulgar latin spoken in those regions, what is now referred to as Galician-Portuguese. When portugal got its independence in the 12th century, Galicia wasn't included in the package, due to some political infighting between different bishops a century earlier. Of course the languages didn't split there, and continued to exist both sides of the border, sharing literature. (Galician-Portuguese was used even by non native poets in the middle ages, as it was considered a language of culture). Anyway, political separation eventually led to a linguistical one aswell, with portuguese becoming standardised around the dialects spoken in the south around Lisboa, and galician falling out of grace and entering the "Séculos Escuros" 300 years were galician went without any worthwhile literature, and hardly any literature at all, being used only by peasants and the poorest in the cities (Who were most of the population) It would only see a slow literary revival after the Napoleonic invasion and the execution of the Carral Martyrs, which would reach its height with the publication, in the 1860s, of Cantares Gallegos, by Rosalía de Castro.

As for whether galician is lusophone is up for debate, and sadly affected by politics. Nationalist academia members support a sort of grammar aimed at reintegrating both languages (Reintegracionismo) while those who wrote galician's current grammatical rules opose it. As a result, you will often see pro-independence propaganda being written using portuguese grammar (Ñ=nh, Ll=Lh etc).

The reason Galician didn't ''join us'' was because our King Afonso I nicknamed "the Conqueror" (Portuguese: O Conquistador), "the Founder" (O Fundador) or "the Great" (O Grande) fought agains't the kingdom of León and made the County of Portucale(Port of Cale,goddess Cailleach also known as Beira(which is the name of some regions in our country) which then transformed into Portugal.

Galicia was still part of the kingdom of León and never wanted to get independent from them.
