Nothing much changes in all reality, people like to look at the events of Bush's presidency as being biased in some way.
But in all reality that was the only way a president could handle an event like 9/11, the War on Terror had to happen, there was no way around it. There was no way in absolute hell a president could have just said, "Oh well, shit happens." and not bombed someone to shit.
As for Iraq, they were already a major major enemy of the USA, and the invasion had been coming for over a decade, it just so happened to be in 2003.

Saudi will also not have as much influence in the region as it has today. Same with Iran finally winning over its mortal enemy and spreading Shiite uprisings across the region.
