I run

Initiate talks to form a free-trade agreement with Iraq, leave the treaty open for other countries to join in the future but make Iraq being part of it the main priority.

Pull military back from Syria, only have it go as far as Iraq so as to avoid getting caught in a quagmire.

Offer logistical and material support to Afghanistan, but not any troops. Press hard for this, if they agree, Iran will begin to supplant US influence (which seems to be less committed now), especially given that much of Afghanistan speaks Dari. Offer support to repair and build infrastructure in secured parts of Afghanistan.

Once all policies are in place and harder to reign in, begin to open up internal media, apply less restrictions, actually create incentives to produce media that could catch on outside the country. Launch initiatives that frame Iran as a western nation with enlightened culture, whether or not this is actually true. Give the impression that Iran is like any European country.

At the same time, still enact some harsher penalties, enough so that they will invoke liberal protesters to show up every so often. Keep this going for a while, announce plans to not run for reelection the next term, and *don't* fix the results of the next election.

Bam, Iran has liberalized, thinking that they're doing it rebelliously against the old guard, and supplanted US influence.

Still don't know how I'd deal with the Ayatollah, though. Probably a series of upper-echelon purges disguised as anti-corruption campaigns (you know, plant false evidence, make shit up, etc. to the point where the Guardian Council is forced to go along with it) coupled with multiple reforms that increasingly make all security apparatuses beholden to my office.
