Children are collateral damage in war. Like it or not, there is not a single war, nor a single country, that has not killed children.
But the geneva convention is strict on weapons that can be used in war. And one of the prime aspects of that is that you can not use a weapon that is meant to inflict pain, not death, upon the enemy. Or a weapon that is supposed to kill in a painful manner (which chemicals do).
Bombs on the other hand, in 80% of cases, kill instantly, or nearly instantly. And are specifically designed to kill, not mame.
