Russia had 0 history with Królewiec/.Koningsberg unlike the "Reclaimed areas" by Poland which saw rebuilding attempts. Russians came to a land where a russian majority or minority never existed and they were never parts of the Russian country.
It was supposted to be a westernmost port for USSR navy that dosn't freeze during winter but Petersburg fills that spot nowdays due to global warming. Also Russian generals understand long ago that Kaliningrad, from a tactical point of view, is useless for the Russian navy because it's too easy to lock it down from Hel.

Królewiec at one point in history was the city in Poland where most of Polish books was printed and was a big center for polish language and a port for Wilno and Warsaw(for Warsaw it was shared with Gdańsk). Being cut off from those makes the city irrelevant.

That's one of the things that was sad. On the Polish side of the border, small towns and villages were devastated but some of it was rebuild and the churches from red brick are almost in every shithole along with a lot of castles(due to Warmian and Prussian history).
In Russia there are just ruins, walls standing in forsake nvillages, completetly desolated castle ruins that cannot be rebuild due to the level of devastation.

The Polish militia and workers(15k of them) who went there because it was ment to be assigned to Poland were moved back due to USSR claiming the city. The first plan was for it to be Polish and a special army regiment was formed in Bydgoszcz to claim the area, the city had even a polish police after ww2 for few months.
