That's always how it was. US goes into fight, soviets arm and supply their enemies. USSR goes into fight, US trains and supplies their enemies. Neither go into fight, they train and arm whatever side promises to be loyal to them.
USSR was very involved in Africa and Latin America, as well as everywhere else but to a lesser extent.
