No. This is normal practice when authorities gives many visas for *stan counties and deny visas for people from white countries.

For example, for russian to get visa to europe or us, you need reason. As tourist, sometimes you need hotel confirmation, plane ticket, or route description. I think, russian rules for visa for those countries, somehow equal. If your reason "to find russian wife", and you plan to stay "till you find her", youll definitely get decline.
