When I was in Flanders, I talked to the Flemish in French and they answered me in French with a Flemish accent.

It’s a western European country with high standards of living and high levels of development.
It functions. Just not as well as the Netherlands which shows from time to time but is miles ahead of the rest of the world regardless.
