Googled this and according to a BBC article at least 20% of plastic waste found washed ashore in Britain originates from food and drinks containers and cutlery. Public contributes about 30% to the plastic waste problem. About 10% was from fishing. They pointed out though that deducing the origins is difficult.
I also saw mention about some location in the southern hemisphere where 80% was from fishing, that must be where your conclusion originated?
