Realistic answer? Neither China or Japan is as dependant on America as say, SK, and SK has absorbed more of American norms than either nations.

I think it's cultural. Japanese people can be relatively isolated, culture-wise. Few opportunities to talk in English and consume English media. They do get taught in school, but if you don't have any motivation for it, you'll just suck at it.
