They are useless. They stand around doing nothing most of the time, if you ask them for help when they just stand around, they'll just send you away. They ignore fights instead of breaking them up and if they engage they are incompetent and take long to arrive. Don't know if I've simply been unlucky so far, of they just suck. At least they won't misstread you.
Cops are rather good here, nobody really complains about them, other than anarchists and football hooligans. And I couldn't care less about them.

In practice about a 2-3, in theory a 5 seeing as how they can get away with literally anything (especially under this administration).
They actually killed the neighbor of the guy who got swatted. Answered the door then got blasted in the face. All because they got a tip from a 12-year old.
