GE and Westinghouse are kind of...not allowed to sell power equipment to China. It's banned since 1989. There was a whole bunch of export restrictions placed on China including sales of military and aerospace equipment.
They buy stuff from Russia although of course Moscow will only sell them pre-made equipment and they won't actually give them the capability to manufacture it. For example, China's air force and civilian aviation rely mainly on Russian aircraft and clones of Russian aircraft a lot of them pretty outdated.

I don't think we even produce nuclear reactors anymore, at least not for civilian power generation since Jimmy Carter banned that. Of course if China wants to buy reactors from the country that caused Chernobyl, oh well, their problem, not mine.
