People who don't know Chinese think Taiwanese and North-Eastern Chinese both speak the same language, but most Taiwanese find it easier to communicate in English in Beijing than in actual Mandarin.

That is already close enough for them to be considered subdialects in the context of Chinese, when all those dialects like Yue, Min, Mandarin have almost zero mutual intelligibility between each others.
Like even within Yue or Min there are many subdialects that have little mutual intelligibility either, like I myself as a native Cantonese speaker [Guangzhou/Hong Kong dialect] I can't really understand Toishanese, nor some local Cantonese dialects that are used by local population before British Colonial era. Likewise, for the Min group, there are Minnan, Puxian, Minbei, Teochew and such that have very limited intelligibility among each others
