To be fair, the Chinese have only now started building up their navy so they're a bit behind France, though they have a much greater growth potential. To add to that, if the Chinese do start expanding they won't be alone. America and it's circle blockade of vassals have no reason not to get involved at that point, considering a big factor in America's geopolitical strategy is to contain China's naval abilities.
