That's bullshit. Russia needed no radical reforms, it just needed some economical development, and it was developing. Victory in WWI would speed up that development.
Also, plans of electrification, likbez and stuff like that were invented in imperial times, and sometimes even by the same people who was implementing them into reality (in more radical forms) under bolsheviks.
