I highly doubt these were any significant deterrents to the development of Haiti. There's not a single thriving black nation on this earth, and the ones that WERE were always under white rule. Take South Africa for example, little resources, one the most colonized, and under apartheid in the 60s had a GDP higher than Spain if I'm not mistaken.
