They didn't. The Romans killed Rome. The Romans are to blame for Roman decadence and weakness. The greatest and most common enemy a Roman faced, was another Roman. The emperors weren't scared of the Northern kingdoms, they were scared of their advisors and governors. Assassinations were a staple of Roman politics. Corruption, infighting and incompetence plagued Rome all throughout its history. And it's why they fell.

The idea that the Romans went about conquering people and brought civilisation, stability and prosperity wherever they went, it's inaccurate romanticist nonsense. Also, Europe did not plunge into the "dark ages" when Rome fell. This is Enlightenment-era propaganda to discredit medieval scholars and promote interest in classical thought.
