First and only thing is important is soul, does Berlin have soul? I don't know, but for me it looks so. It has painful history, soul creates through pain. Sure some cities like Hamburg looks very nice on photos, but almost all rich European cities looks like this.

Try the immidiate surrounding area, Brandenburg is poorest federal state and I imagine it has cheap acoomodation

Partially true. You can get a good or bad deal between wages and rents anywhere, it mostly depends on personal choices. There are cities in the West where you pay an arm and a leg for rent, and a few hundred bucks more in monthly wage compared to the East won't make up the difference.
