we have superannuation, technically it doesn't come out of your paycheck the employer pays it into an investment fund of your choice on top of your wage and you can access it once you retire or for specific things like buying a house

Actually, that's the problem. As you suggest, Korea's welfare policy has heavily relied on people's Confucian values and the concept of filial piety where children, not the government, should take care of old parents. IRL however Korea isn't exception to the nuclear family thing; and now less and less younger generations are opting for living with parents, and as a result more and more old people are becoming isolated. The policy worked somewhat because:
1) Korea barely became a developed country, in which people can enjoy an individualistic and hedonistic lifestyle, in the early 21st century, so it wasn't so prevalent
2) Korea's birthrates were quite high until the 80s, meaning that the elderly so far have a lot of children some of which might take care of them
3) as an emerging country, its demographic was/is better (way fewer older population) than conventional developed countries
in other words, South Korea didn't have to take account of old people's welfare so much. The situation is changing pretty rapidly though.

Also, you gotta realize the stat is based on PPP. Did you really believe Koreans earn more than, say, Americans?
