The problem aint the earthquakes itself. The main problem is that the whole city is biuld above a literal lake. Like for real, if you dif enough you can find it. This makes the soil unstable, making the smallest of quakes a gigantic catastrophe.
Also there are some tall biuldings, tho they are more width than tall.
