I think that Vienna and Prague are best. Bratislava and Budapest are quite nice too, although the latter has some issues.
Generally I think that without a doubt former Austro-Hungary cities are the coziest ones.

Budapest is underrated, but sadly many beautiful old buildings are in bad shape and need repairs. I hope they do this instead of letting them turn to ruins and then replace them with modernist concrete blocks.

The same applies to London. London was bombed heavily in the war (unlike Paris), so there were more places to build new/tall buildings. Historical and newer areas are generally segregated.
From all capitals ive visited I actually liked Budapest and La Valetta the most. Most disappointing was Paris, a true culture shock.
