It's not your qualifications, it's being a non native speaker. There are usually rules that say to teach English legally you must be from Native English speaking country.
Or, you may be able to squeeze in if your degree is from a native english speaking country.

What qualifications do natives need?

Bachelor's Degree (any subject if from an English speaking country) and TELF is the bare minimum.

During the summer holidays I've seen job listing in Beijing for part time teachers paying 450rmb an hour which is about $60.

Any degree to do it legally. No qualifications besides white skin and ability to speak english to do it illegally. The schools are never going to be the ones requiring you to do anything. They wont require any qualifications from you. The government are the ones that require it for the work visa.

The usual punishment for working illegally is a fine of about $800 and sometimes a fine and then deportation. They don't send foreigners to jail.

Yeah, my experience in mandarin is they don’t really have it.
Is wo shi, ta shi, ni shi and wo you, ta you and ni you. Verbs always the same.
Not sure about other Asian languages
