All tp desolves in a few seconds so it can be flushed, so unless you throw 1/4 of a roll, you're not gonna have a problem regardless of toilet pressure.

You dry it with paper. So yes, you still use paper but a lot less than it takes to wipe your ass. and that way you can throw it in the bin without worrying it's going to smell like shit later because there's only water on the paper.
