The Poltava dialect is literally the standard for Ukrainian, chosen back in the XIX century. Shevchenko, who used that dialect and had the biggest influence among our authors, played a key role in this.
Westerners have a different dialect even nowadays. But they chose to opt to Poltavan one as it is the most "clear" one and not Polonised like the western one.
